Jiraiya has the edge in almost every respect. But the problem is that Danzo plays dirty. If he used Izanagi like he did versus Sasuke, then it is highly unlikely that Jiraiya would figure it out in time. Jiraiya is highly durable though so Danzo would definitely have a threat on his hands.
